In total, there are more than 200 specialties of secondary vocational education in Russia. The Ministry of Education and Science included a quarter of them in the list of areas in which only distance learning is not allowed.
According to lawmakers, restrictions are necessary in order to provide students with good practical training in the specialties where it is needed. The list includes some technical, technological, medical and economic areas. So, for example, in the distance mode it is impossible to get the profession of a builder, programmer, paramedic, as well as the professions of economist and law that are most popular among college applicants. Despite the existing restrictions, educational institutions have adapted to the existing rules. They admit students to both “Economics” and “Law”, but in this case the form of study is defined as “extramural with the use of distance technologies.” The diploma indicates the correspondence form of education, not distance learning.
Distance learning involves studying the material, completing assignments and consulting with teachers online; it is necessary to be present at the college full-time only once – during the final certification and defense of the diploma. Most state educational institutions offer their applicants a correspondence course – an independent study of materials with attending full-time consultations from one to four times a month. Recently, some of them have adapted their correspondence department to distance learning, but there are very few of them. Distance learning continues to be the domain of non-state colleges.
After registering in the system, a student can study materials for each subject, receive options for assignments, send completed works, take tests and see their grades. Through the use of modern technologies – online broadcasting of lectures, webinars, communication with teachers via Skype – the effect of being in the college is created.
The advantages of distance learning are obvious. The student is not tied to the place of study – wherever there is access to the Internet, you can open an electronic training course and contact the teacher. The lack of a clear start time for classes allows you to study when it is convenient and at the optimal pace.
